Allied Healthcare Services Australia supports NDIS participants across Blacktown to take part in community, social and recreational life. The point is not attendance for its own sake – it is having somewhere to be, something to work towards and people to see.
Blacktown is the most populous local government area in New South Wales, and it is really several different places at once. There is the established rail corridor through Seven Hills, Blacktown, Doonside and Rooty Hill, the Mount Druitt cluster, the Quakers Hill and Riverstone corridor, and the north west growth area where whole suburbs have appeared in the last decade.
What Community Participation Funding Is For
This support is funded under Core Supports as assistance with social, economic and community participation. It pays for a support worker’s time while you take part in an activity outside the home.
What that looks like varies enormously between participants. Some common examples:
- Regular social activity: Getting to a group, a class, a club or a place of worship on a predictable weekly rhythm.
- Skill and interest building: Courses, hobbies, sport, gym or volunteering – things that build something rather than fill time.
- Everyday community access: Shopping, appointments, the library, the pool, a coffee somewhere you like, with support to manage the outing.
What the Support Worker Actually Does
- Gets you there and back: Including the planning, the timing and the bit that usually goes wrong.
- Supports participation, not supervision: The aim is you taking part, with the worker stepping back as far as is safe.
- Handles the practical barriers: Accessible entrances, quiet spaces, seating, toilets – worked out before you arrive, not on the footpath outside.
- Supports communication: Helping you be understood by staff, coaches and group members, and helping them understand you.
- Builds towards independence: Where it is a goal, the support fades as your confidence with the routine grows.
Why the venue matters as much as the activity in Blacktown Community participation only works when the activity is somewhere the participant genuinely wants to be.
Blacktown has the youngest profile of the areas we cover, with nearly 23 per cent of residents under fifteen, and its disability cohort is growing faster than anywhere else we work – the number of residents needing assistance with core activities rose by around 22 per cent between the last two censuses. It also has one of the larger Aboriginal and Torres Strait Islander populations in Sydney at about three per cent, and very large Indian and Filipino communities.
What Working With Us Looks Like
- Activities you chose: We start from what you are interested in, not from a list of what is easy for us to staff.
- A trial before a commitment: New activities get tried once or twice before they become a standing part of the roster.
What Is Included
- One-to-one community support: A worker with you for the activity, at whatever level of assistance you need.
- Group-based options: Shared support for group outings where you would rather be with other participants and the cost is spread.
- Planning the outing properly: Access, transport, timing and a backup plan worked out before the day.
- Working towards written goals: Progress recorded against the participation goals in your plan, ready for review.
Tailored Support Across Blacktown
No two participants use the area the same way, so we start with your address, your travel options and which providers can genuinely get to you, before anything is promised.
Rail coverage is good across the established suburbs. Blacktown station has had lift access since the 1990s and is the main bus interchange, and Seven Hills, Doonside, Rooty Hill, Mount Druitt, Marayong, Quakers Hill and Schofields are all accessible. Doonside completed a full Transport Access Program upgrade with four lifts, continuous canopies, accessible parking and family accessible toilets. In the north west, the metro at Tallawong and Rouse Hill gives the growth suburbs step-free rapid transit with platform screen doors.
Riverstone is the notable gap – it offers assisted access rather than independent step-free access, and it is a growth-area station with a library and shopping centre in its catchment. The North-West T-way runs from Blacktown through Parramatta to Rouse Hill with real-time information and audio announcements at its stations, and the M4, M7, Great Western Highway, Richmond Road and Sunnyholt Road carry most road traffic.
- Established rail corridor and the north west metro: Seven Hills through to Mount Druitt, and Tallawong and Rouse Hill in the north, all offer step-free access.
- Riverstone and newer growth suburbs: Riverstone is not independently accessible, and suburbs such as Marsden Park, Melonba and Grantham Farm have housing ahead of services, so travel time needs allowing for.
Local Accessibility and Community Venues
These are places participants in the area actually use, and knowing how accessible each one is makes the difference between an outing that works and one that gets abandoned at the door.
- Westpoint Blacktown: Has two Changing Places facilities, on Level 1 near the food court and on Level 3 – the best-verified provision of its kind in the areas we cover.
- Max Webber Library, Blacktown: The main branch beside Westpoint, with further branches at Mount Druitt, Stanhope Gardens, Riverstone, Lalor Park and Marsden Park, plus a mobile library.
- Nurragingy Reserve, Doonside: A large reserve with the Chang Lai Yuan Chinese Gardens, a lake, a water splash area and walking tracks – a practical destination for outdoor participation goals.
- Bungarribee Park, Western Sydney Parklands: A regional park with a large play tower, flying fox, water play and extensive picnic facilities.
- The Leo Kelly Blacktown Arts Centre: Level access and wheelchair space throughout the public areas, ramp access from Campbell Street and the car park, an accessible toilet beside reception and a free accessible parking space.
Hospital and Clinical Transitions
Blacktown and Mount Druitt hospitals are part of a $120 million expansion delivering thirty additional beds at each site and two more operating theatres at Blacktown, with Mount Druitt also gaining a new inpatient unit, expanded outpatient facilities and a refurbished Aboriginal family lounge. Both sit within the Western Sydney Local Health District, and Westmead is the tertiary referral hospital for major trauma and inpatient brain injury rehabilitation. A new $910 million hospital is under construction at Rouse Hill, close to the metro station, and will add emergency, inpatient, outpatient and maternity services in the north of the area.
How We Help After a Hospital Stay
The first few weeks after discharge are usually the hardest. New providers start at once, equipment arrives, appointments stack up and nobody has the full picture. We take the parts we can carry.
- Getting supports running quickly while the discharge plan is still fresh.
- Keeping the paperwork straight while several new providers come on board at the same time.
- Reducing the administrative load on families who are already adjusting to a changed routine.
How Community Participation Is Funded
This support is claimed under Core Supports – Assistance with Social, Economic and Community Participation. An important distinction: the funding covers the support worker’s time, not the cost of the activity itself.
| Funding Feature | What It Means for You |
|---|---|
| Core supports funding | Claimed under Assistance with Social, Economic and Community Participation. |
| Worker time, not entry fees | Your plan pays for support. Tickets, memberships and entry costs are ordinary living expenses. |
| One-to-one or group ratios | Group supports are charged at a shared rate, which stretches the same funding further. |
| Rates vary by day and time | Evening, weekend and public holiday supports are priced differently. |
| Flexible within Core | Hours can generally be shifted between related core supports as priorities change. |
Community Participation in Practice
A Familiar Situation
A participant in Mount Druitt wants to get back to a weekly group they stopped attending during a long period in hospital. The family is not sure whether the venue is accessible, whether the funding covers it, or how to get there without relying on a relative taking time off work.
How We Handle It
| Step | Action | Benefit |
|---|---|---|
| 1 | Work out what is genuinely wanted | A conversation about interests, not a menu of available programs. |
| 2 | Check the venue before the first visit | Access, parking, noise, seating and toilets confirmed in advance. |
| 3 | Settle into a rhythm | Once something works, it becomes a regular part of the week rather than a one-off. |
Who We Work With
We work with participants, families and carers across Blacktown. What we deliver changes with the person, the household and where they live.
- Participants rebuilding confidence: People who have withdrawn after illness, hospital admission or a change in circumstances.
- Young adults after school: Participants leaving the school system and needing structure and connection in the week.
- Participants with social goals in the plan: Where written participation goals need evidence of progress before the next review.
- Families needing a reliable break: Households where scheduled community support is what makes the week workable.
- Families with school-age participants: Blacktown has the youngest population of the areas we cover, and a large share of our work here is with children, teenagers and young adults.
- Indian, Filipino and Aboriginal families: Support delivered with attention to language and community, in an area with very large Indian and Filipino populations and one of Sydney’s larger Aboriginal communities.
Why Participants Choose Allied Healthcare Services Australia
- Registered NDIS provider: An externally audited provider meeting the NDIS Practice Standards, registration number 4050019899.
- Straight answers about capacity: If we cannot cover a day, a time or a suburb, we say so before you commit rather than after.
- Continuity if you move: If you relocate within the area, your supports and the people delivering them stay with you where we can.
- Local knowledge that is actually local: Blacktown is not one place. We plan differently for the established rail corridor, the Mount Druitt suburbs and the north west growth estates, because the practical realities are genuinely different.
Services That Work Well Alongside This
Community participation usually runs alongside other supports in a plan. These are the ones we most often deliver together.
- Transport Assistance in Blacktown: gets you to appointments, work and activities, and can teach routes you want to travel alone.
- Personal Care in Blacktown: provides hands-on assistance with showering, dressing and the daily routine.
Transport and community participation are funded under different arrangements. Both can appear in the same plan, and we can help you work out which is covering what.

Frequently Asked Questions
Do you cover the north west growth suburbs?
Yes – Marsden Park, The Ponds, Schofields, Tallawong, Melonba and the surrounding estates. Services in those suburbs are still catching up with the housing, so we are upfront about which days and times we can genuinely roster before anything is agreed.
Do you work with children and young people?
Yes. Blacktown has the youngest population of any area we cover, with nearly a quarter of residents under fifteen, and a large part of our work here involves school-age participants, transition-age young adults and the families supporting them.
Does my funding pay for the cost of the activity itself?
No. Your plan funds the support worker’s time. Entry fees, class fees, memberships and the price of a coffee are everyday costs that participants meet themselves, the same as anyone else.
Can I do activities in a group rather than one-to-one?
Yes, and it often makes the funding go further because the support cost is shared. Some participants use a mix – group outings some weeks, one-to-one support for others.
Getting Started
The first conversation is about what you want to do, not about what we offer.
- Tell us what you are interested in: Including things you used to do and stopped, which is often the best place to start.
- We look at what is realistic locally: Access, transport, timing and cost, checked honestly before anything is promised.
- Try it, then build the routine: A trial outing first, then a regular slot in the week if it works.
