Allied Healthcare Services Australia provides NDIS personal care throughout Blacktown. This is hands-on support with the parts of the day that have to happen – getting up, getting washed, getting dressed, getting out the door – delivered the way you want them done.
Blacktown is the most populous local government area in New South Wales, and it is really several different places at once. There is the established rail corridor through Seven Hills, Blacktown, Doonside and Rooty Hill, the Mount Druitt cluster, the Quakers Hill and Riverstone corridor, and the north west growth area where whole suburbs have appeared in the last decade.
What Personal Care Covers
Personal care is funded under Core Supports as assistance with daily personal activities. It covers the self-care tasks a person cannot safely or comfortably complete without help.
In practice, that usually means some combination of the following:
- Personal hygiene: Showering, bathing, oral care, shaving, hair and skin care, with as much or as little hands-on help as you need.
- Dressing and grooming: Help getting dressed and undressed, including managing compression garments, splints or prosthetics.
- Transfers and mobility: Safe assistance moving between bed, chair, shower and wheelchair, including hoist transfers where two workers are required.
What a Personal Care Shift Includes
- Morning and evening routines: The two parts of the day where consistent support makes the biggest difference to how the rest of it goes.
- Medication prompting: Reminders and assistance in line with your medication plan and your provider’s protocols.
- Continence support: Discreet, dignified assistance with continence routines and associated equipment.
- Meal assistance: Help with preparation and with eating and drinking, including modified textures where prescribed.
- Reporting what changes: Skin integrity, appetite, mobility, mood – the small shifts that matter get written down and passed on.
Why worker consistency matters in Blacktown Personal care is intimate work, and who delivers it matters as much as when.
Blacktown has the youngest profile of the areas we cover, with nearly 23 per cent of residents under fifteen, and its disability cohort is growing faster than anywhere else we work – the number of residents needing assistance with core activities rose by around 22 per cent between the last two censuses. It also has one of the larger Aboriginal and Torres Strait Islander populations in Sydney at about three per cent, and very large Indian and Filipino communities.
What Working With Us Looks Like
- A routine written with you: Before the first shift we go through how you like things done, in what order, and what you would rather do yourself.
- The same faces where possible: We roster for continuity. Personal care is intimate work and constant new workers make it harder than it needs to be.
What Is Included
- Support in your own home: Delivered where you live, on a roster built around your day rather than ours.
- Same-gender workers on request: If you would prefer a male or female support worker, say so and we roster accordingly.
- Two-worker shifts where needed: For hoist transfers or complex manual handling, we send the number of workers the task safely requires.
- Coordination with your allied health team: We follow the manual handling plans, mealtime plans and equipment prescriptions your therapists have written.
Tailored Support Across Blacktown
No two participants use the area the same way, so we start with your address, your travel options and which providers can genuinely get to you, before anything is promised.
Rail coverage is good across the established suburbs. Blacktown station has had lift access since the 1990s and is the main bus interchange, and Seven Hills, Doonside, Rooty Hill, Mount Druitt, Marayong, Quakers Hill and Schofields are all accessible. Doonside completed a full Transport Access Program upgrade with four lifts, continuous canopies, accessible parking and family accessible toilets. In the north west, the metro at Tallawong and Rouse Hill gives the growth suburbs step-free rapid transit with platform screen doors.
Riverstone is the notable gap – it offers assisted access rather than independent step-free access, and it is a growth-area station with a library and shopping centre in its catchment. The North-West T-way runs from Blacktown through Parramatta to Rouse Hill with real-time information and audio announcements at its stations, and the M4, M7, Great Western Highway, Richmond Road and Sunnyholt Road carry most road traffic.
- Established rail corridor and the north west metro: Seven Hills through to Mount Druitt, and Tallawong and Rouse Hill in the north, all offer step-free access.
- Riverstone and newer growth suburbs: Riverstone is not independently accessible, and suburbs such as Marsden Park, Melonba and Grantham Farm have housing ahead of services, so travel time needs allowing for.
Local Accessibility and Community Venues
These are places participants in the area actually use, and knowing how accessible each one is makes the difference between an outing that works and one that gets abandoned at the door.
- Westpoint Blacktown: Has two Changing Places facilities, on Level 1 near the food court and on Level 3 – the best-verified provision of its kind in the areas we cover.
- Max Webber Library, Blacktown: The main branch beside Westpoint, with further branches at Mount Druitt, Stanhope Gardens, Riverstone, Lalor Park and Marsden Park, plus a mobile library.
- Nurragingy Reserve, Doonside: A large reserve with the Chang Lai Yuan Chinese Gardens, a lake, a water splash area and walking tracks – a practical destination for outdoor participation goals.
- Bungarribee Park, Western Sydney Parklands: A regional park with a large play tower, flying fox, water play and extensive picnic facilities.
- The Leo Kelly Blacktown Arts Centre: Level access and wheelchair space throughout the public areas, ramp access from Campbell Street and the car park, an accessible toilet beside reception and a free accessible parking space.
Hospital and Clinical Transitions
Blacktown and Mount Druitt hospitals are part of a $120 million expansion delivering thirty additional beds at each site and two more operating theatres at Blacktown, with Mount Druitt also gaining a new inpatient unit, expanded outpatient facilities and a refurbished Aboriginal family lounge. Both sit within the Western Sydney Local Health District, and Westmead is the tertiary referral hospital for major trauma and inpatient brain injury rehabilitation. A new $910 million hospital is under construction at Rouse Hill, close to the metro station, and will add emergency, inpatient, outpatient and maternity services in the north of the area.
How We Help After a Hospital Stay
The first few weeks after discharge are usually the hardest. New providers start at once, equipment arrives, appointments stack up and nobody has the full picture. We take the parts we can carry.
- Getting supports running quickly while the discharge plan is still fresh.
- Keeping the paperwork straight while several new providers come on board at the same time.
- Reducing the administrative load on families who are already adjusting to a changed routine.
How Personal Care Is Funded
Personal care sits in Core Supports under Assistance with Daily Life. Core funding is the most flexible part of an NDIS plan, which gives you room to move hours between related supports as your needs change.
| Funding Feature | What It Means for You |
|---|---|
| Core supports funding | Personal care is claimed against Assistance with Daily Life in your Core budget. |
| Flexible within Core | Core funding can generally be moved between related supports without a plan variation. |
| Priced by time of day | Weekday, evening, weekend and public holiday rates differ under the NDIS Pricing Arrangements. |
| Two-worker shifts claimed separately | Where safe manual handling requires two workers, each worker’s time is claimed. |
| No separate charge to you | Supports are claimed against your plan. Participants are not invoiced personally. |
Personal Care in Practice
A Familiar Situation
A participant in Mount Druitt needs morning support with showering and dressing, and a second person for a hoist transfer. The previous provider sent a different worker most weeks, the routine was explained again each time, and the mornings kept running late enough to miss the Blacktown appointment bus.
How We Handle It
| Step | Action | Benefit |
|---|---|---|
| 1 | Sit down and plan the routine | We map the morning and evening in detail, including preferences most services never ask about. |
| 2 | Match and introduce the workers | You meet the workers before they start, and we adjust the roster if the match is not right. |
| 3 | Review as things change | Health, equipment and confidence all shift over time. The support plan gets updated rather than left to drift. |
Who We Work With
We work with participants, families and carers across Blacktown. What we deliver changes with the person, the household and where they live.
- Participants living alone: People who need reliable daily support to stay in their own home safely.
- Participants with high physical support needs: Including hoist transfers, two-worker shifts and complex manual handling.
- Families sharing the care: Households where family provide most support and need consistent, dependable respite in the routine.
- Participants after a hospital stay: People returning home with new equipment and a routine that has changed since they left.
- Families with school-age participants: Blacktown has the youngest population of the areas we cover, and a large share of our work here is with children, teenagers and young adults.
- Indian, Filipino and Aboriginal families: Support delivered with attention to language and community, in an area with very large Indian and Filipino populations and one of Sydney’s larger Aboriginal communities.
Why Participants Choose Allied Healthcare Services Australia
- Registered NDIS provider: An externally audited provider meeting the NDIS Practice Standards, registration number 4050019899.
- Straight answers about capacity: If we cannot cover a day, a time or a suburb, we say so before you commit rather than after.
- Continuity if you move: If you relocate within the area, your supports and the people delivering them stay with you where we can.
- Local knowledge that is actually local: Blacktown is not one place. We plan differently for the established rail corridor, the Mount Druitt suburbs and the north west growth estates, because the practical realities are genuinely different.
Services That Work Well Alongside This
Personal care is rarely the only support in a plan. These are the services most often delivered alongside it.
- Household Tasks in Blacktown: covers cleaning, laundry, meals and shopping so the home stays manageable.
- Community Participation in Blacktown: supports you to get out and take part in social, recreational and community life.
Personal care and household tasks are claimed as separate supports even when they happen in the same visit, so both should be reflected in your plan.

Frequently Asked Questions
Do you cover the north west growth suburbs?
Yes – Marsden Park, The Ponds, Schofields, Tallawong, Melonba and the surrounding estates. Services in those suburbs are still catching up with the housing, so we are upfront about which days and times we can genuinely roster before anything is agreed.
Do you work with children and young people?
Yes. Blacktown has the youngest population of any area we cover, with nearly a quarter of residents under fifteen, and a large part of our work here involves school-age participants, transition-age young adults and the families supporting them.
Will I get the same support worker every visit?
That is what we aim for, and it is why we ask about preferences up front. Leave and illness mean an occasional change, but we introduce a regular back-up worker so an unfamiliar face is not the norm.
Can I ask for a male or female support worker?
Yes, and it is a reasonable request that we build into the roster from the start rather than treating as an exception.
Getting Started
Most participants are set up within a week or two, depending on roster availability in your suburb.

- We check capacity in your suburb: Honest answers about what days and times we can cover before anything is promised.
- Meet the worker, then start: An introduction visit first, then the regular roster begins.
